I'm not sure which gui toolkit uses emacs (I never looked at the source code, even if I do, it won't help me much), but for me works fine on f21 with gnome, also when you check about emacs it says 'GNU Emacs 24.3.1 (x86_64-redhat-linux-gnu, GTK+ Version 3.14.0)' so it does use gtk3 for sometihng.
