Just built a boot card for this image and so I could run semanage:
yum install policycoreutils-python --nogpgcheck
Which terminated with the error:

You could try using --skip-broken to work around the problem
You could try running: rpm -Va --nofiles --nodigest
This is from the serial console, and I forgot to turn on capture mode,
so any earlier yum messages were lost. Let me know if you want me to
try anything else with this.
This installed just fine on an earlier image..
