Fedora 21 packages are not being sent through Bodhi yet. Packages are not guaranteed to be signed.
You can pass "--nogpgcheck" to yum as an alternative to changing your repo file.
So I am guessing that at this time in the development work, this should be expected so run with gpg check off.
