The lp and lpr commands both act in the same way: they give the document
to CUPS to print. The problem is very unlikely to be with the commands
themselves.

I ran an experiment with today's F21. I installed the
creative and development on a test machine, then set up
the printer (hp 2605dn on ethernet). At this point the lp
command worked.
Then I installed Xfce. Lp went back to producing blank pages.
