I found boot.iso in
https://archive.fedoraproject.org/pub/alt/stage/21-Alpha-T2/Workstation/x86_64/os/images/ 
and in
https://archive.fedoraproject.org/pub/alt/stage/21-Alpha-T2/Server/x86_64/os/images/

So, mirrors shouldn't have same structure , I mean instead

to one of them

/usr/share/spin-kickstarts/fedora-install-server.ks
/usr/share/spin-kickstarts/fedora-install-workstation.ks
