rpm -q fedora-release-21 fedora-release-20 fedora-release-22 

you must have just one fedora-release 

$ more /etc/fedora-release
Fedora release 21 (Twenty One)

$ su -c 'yum --releasever=21 distro-sync'

or just if system already assume that is 21 

$ su -c 'yum distro-sync'
