There isn't a nodebug 3.15.0-0.rc3.git4.2.fc21 kernel. Normally it's the "git0" rc kernels built on Monday following the latest rc release that's nodebug, and then there's an explicit debug kernel available. The changelog stays when debugging is disabled/enabled.
The rawhide nodebug repo has nodebug kernels for other kernels besides
the git0 ones. Though they haven't been being build as often in the 3.15
cycle as they were before that.
The problem he is referring to is likely fallout from splitting kernel-core
and kernel-modules (up until very recently kernel-drivers) apart. This is
probably fixed now in the latest kernels, but the nodebug repo hasn't
gotten an update for a bit. Probably it will be better later today.
