Apcupsd 3.14.11-1 update testing

After installing apcupsd package is gives me the error message at the 
bottom of gui that there is a network is busy. I don't understand what 
this means so I am unable to find out how to go about fixing it if that 
is possible. I thought this was the fix to the previous output of this 
package.
