Fedora's initial-setup, which you get anywhere other than GNOME, has a
checkbox.

GNOME's has no checkbox, but it creates the first user account as an
admin by default. That is, your user is already an admin, you don't need
to do anything.
Digging into this, it seems it puts the user into the 'wheel' group. I dug around on my i386 drive, to figure this out. And foundt that I am in the 'wheel' group with this half-install, and admin things are working.
