I'm not sure I know what 100% failure means. Are you getting no output
from either nv or intel if attempting to have both configured via
xorg.conf*? Even on the ttys and booting with 3 on cmdline, then using
startx after login? Did it work OK with F19? Have disabling plymouth
and/or unquieting boot been tried? Is behavior entirely using DVI, or
VGA, or only a certain mix? Do your displays have both
DVI/HDMI/Displayport and VGA inputs available for trying different
combinations? Have you tried all (4? 6?) BIOS PEG/PCI settings?
One of my test systems has 4000 DVI and VGA on the motherboard, and I
have a dual DVI out GT8400 I install in its PCIe slot as testing
circumstances require, so later or tomorrow I could try what you've
tried here to see if I get matching behavior, or better (except I only
use KDM, which may or may not make any difference).

Multi-head configuration worked fine on F19 IIRC without conf files.
100% failure = no output display and means Gnome segfaults or will
complain when booting system without xorg.conf or using individual
intel and nv conf files or intel+nv combined in one conf file. When
using intel+nv conf in any combination Xorg.log reports adding gpus,
monitors, devices, screens, and layout but ends with NouveauLeave VT.
When muti-head is configured booting into 3 and using tty commandline
startx still fails. NV is using DVI+VGA and Intel is currently using
HDMI1. Other inputs available on Intel with test HDMI2 and VGA.
Also, somewhere along the way toggled PEG/IGD in bios, may need to
revisit. Observed no changed in behavior when booting unquiet. Thought
I may need to mention, dmesg reports "fb: conflicting fb hw usage
inteldrmfb vs EFI VGA - removing generic driver" since reading about
efi boot and odd hw behaviors in another discussion, could efi boot
cause this problem?

Thanks Felix. I'm happy to report changing bios settings on MB: AMI
Z77A-G43 (MS-7758)) to PEG+IGD Multi-Monitor appears to treat nv gpu as
master which solves my problem.
