I haven't understood whether you tried to change the language before/during the installation, or in the installed system. If the latter is the case, you don't need to mention the installation images and their versions too much, it's not that important. You simply file a bug against F20. Also, it's not clear what's not working for you. What's the problem? You don't say. Also please note that a language and a keyboard layout are two distinct things and are configured separately.
