I think you are right, but what is the reason for the corruption?

The initramfs images have an interesting difference in the image /etc/systemd/system directory (I expanded the initramfs.img).  The one belonging to the kernel-3.9.9-301.fc19.x86_64 shows only one device ('dev-disk-by\x2duuid-f1986674\x2df99d\x2d40d2\x2d942b\x2d760e91009460.device.d') the one that does not work shows two devices ('dev-disk-by\x2duuid-f1986674\x2df99d\x2d40d2\x2d942b\x2d760e91009460.device.d' -and-  'dev-disk-by\x2duuid-483bb227\x2d3176\x2d47be\x2da3ed\x2d03770f0f7961.device.d').  There are two drives in the box. A bios issue?  The kernel that works does not have any issues with the hard drives (fstab mounts partitions from both drives).

At this time I do not have the time to enter into a detailed troubleshooting operation,
but I am curious enough that I may use another partition for a new F-19 fresh install and save the problem one for analysis in the future. 

If the problem persist after a fresh install, I will file a Bugzilla against the kernel.

It could also be the initramfs image. You might try saving the old one and 
rebuilding it for the older kernel to see if that breaks things as well.
