Yes. The code in the MBR jumps to a specific LBA in the MBR gap where core.img is installed. Once that's loaded, grub understands the /boot filesystem, and can locate and load normal.mod, grub.cfg, and the modules the grub.cfg specifies for loading.

The prefix for where core.img looks is baked into core.img.

This works differently on UEFI.
