telnet has (finally) been converted to using systemd: 

http://pkgs.fedoraproject.org/cgit/telnet.git/commit/?h=f19&id=2b29285dc14ea0327ea3fbea25d010c03949a874

so, 

systemctl enable telnet.socket

Should enable it I would think...
