In general, you can't access a network in mock. A "localhost only"
network sometimes works in some simple cases, but this can easily become
unreliable and tedious.
That said, its common "best practice" not to use network-access in
rpm.specs. IIRC (I haven't checked), we have a rule disallowing network
access in rpm.specs inside the FPG.
