FWIW.....  Based on the thread in the users list where you asked some questions.....

I tried upgrading to F19 from a fully updated F18 system using

fedup-cli --network 19 --debuglog /root/fed1.log --instrepo http://dl.fedoraproject.org/pub/fedora/linux/releases/test/19-Alpha/Fedora/x86_64/os/

While all the packages were downloaded the "upgrade" process failed on reboot with a hang.  So, I don't think that portion is ready for prime-time.

If you want to test F19-Alpha your best bet at this time is to chose one of these....

1.  Test using the Live images
2.  Install to test HW using either the DVD or Live images.
3.  Install to a VM.

If you don't have dedicated HW or don't mind losing all your data I would avoid #2.
