We are using libpwquality, which was written by the security team, and takes its criteria from /etc/login.defs. In some situations a 'quality password' should be preferred (and maybe even obligatory) but if a home user wants to use a simple password it's her/his choice at her/his own risk and the 'login manager' should only "advice" not hinder.
