It isn't missing and it isn't a bug. You just have to push your mouse
against the bottom of the screen and the message tray will show up.
Just having the cursor sitting there isn't enough you have to push it in.
The purpose of that is that it can no longer be triggered by accident
like in gnome 3.6.

Yeah, once you catch what's going on it's actually awesome: you can
bring the tray up fast whenever you want it, but you don't trigger it by
accident all the time. Excellent stuff. The top-left hot corner now
behaves the same, BTW (though I never use it myself, I just hit Super).
