Hello Moshe,

yes, that's it. The purpose of "freeze exception" is to break a commit freeze. When there's no developer -> there's no patch -> there's no commit -> there's no need for an exception. There's just wasted work of QA and other stakeholders, if we work on something that won't get done anyway.
