As for the QA move -- I don't have the background as a Bugzapper to judge that too, but I think it's a good thing to have a more consistent quality assurance team. While "bugzapper" is a cool name, integrating the QA processes and people -- both RedHat employees and volunteers -- should be better for Fedora releases quality IMHO. I'm thinking also about some gamification (not much, just a bit) of the whole process. A more visible QA volunteers karma rating based on this too. But anyway, that's just a thought.
