This is a scriptlet associated with that package. 

% rpm -q policycoreutils-devel --scripts
postinstall scriptlet (using /bin/sh):
selinuxenabled && [ -f /usr/share/selinux/devel/include/build.conf ]
&& /usr/bin/sepolgen-ifgen 2>/dev/null exit 0

But it seems to have crashed.

Might be more info in dmesg or abrt?
