You've missed the part I've pointed out about updates-testing. :-/

 harfbuzz-0.9.9-1.fc18 is in the updates-testing repo
 harfbuzz-0.9.7-1.fc18 is in the fedora repo

The package is offered for both x86_64 and i686 with a matching version-release.
Check out "yum list harfbuzz".

You don't see the 0.9.9-1.fc18.i686 anymore, because updates-testing
is not turnt on anymore. See "yum repolist".

Same for the other packages.

Since updates-testing has been turnt off in your configuration recently
with as we're getting closer to release of F18, you either need to turn it
on again yourself, *if* you want to continue using updates-testing. *Or*
you need to run "yum distro-sync" first to remove all test-updates which
are installed already.

You cannot keep harfbuzz-0.9.9-1.fc18 for x86_64 and try to install the
older 0.9.7 for i686. The versions must match. So, fix your repository
configuration.
