I found in another post about localectl (and read now your answer, Frank).
I ran it and the change it made in vconsole.conf just removed the quotes. Let's see if it will work.

I also ran it for the locale as I was receiving a dracut error at boot with en_US.UTF-8. So I changed with the listed en_US.utf8.
Let's see if it will make any difference.
