 Wait, ''what''? Unless I'm misunderstanding you, this is backwards. The
 issue isn't making sure dependencies don't get removed; it is taking care
 not to grow (a particular set of) new ones.

 If I ''am'' misunderstanding, can you point me to the existing criteria
 you are referring to?
