 The closest document we have is probably

 As a representative of the cloud sig, I have a strong vested interest in a
 sane minimal package set. I'm happy to be a "minimal flavor maintainer" if
 we need one. Bill Nottingham (release engineering) has traditionally been
 heavily involved here -- see
 https://fedoraproject.org/wiki/Features/ReworkPackageGroups.

 Should I file a ticket with FESCO asking for a decision on the idea in
 general?
