Why is the Fedora 18 development mirror so out of date?

In   mirrors1.kernel.org::fedora/development/18/x86_64/os

the anaconda that gets pulled in for pxeboot  is 18.14, several versions
out of date.  Why can't it be the newest and hopefully greatest version?

What is the point of debugging stale old versions?
