I expect the average time from propose #agreed to #agreed is pretty
short.
Despite that even if the proposed blocker bugs contain reference to the
supposed blocker bug we still have to review it and we have if memory
serves me correct actually tried going through all those bugs both to
pre-review and cast vote on them before...
