That sounds like something different.  In my case dracut was not updated
but initramfs using just updated systemd got into trouble and backing
off to the previous version of systemd gave me something which I can
coach to a shell prompt.  OTOH my installation is also affected by
https://bugzilla.redhat.com/show_bug.cgi?id=840242
and nothing really happened here for close to a month so it can be a
combination of things.

Sounds that I was "lucky" not to get a dracut update yet. :-)
BTW - my test box runs rawhide and not "branched" F18.
