It likely isn't the kernel. Recommending booting with an older kernel is really recommending booting with an older initramfs that uses an older kernel. Often the problem is with something in the initramfs and not the kernel itself.

The boot loop symptoms are not that of a kernel problem. More likely it was a broken systemd update. It's probably easier to wait for the fix and do a reinstall if the install was fresh (no data or config you need to save), then to try to do a lot of futzing around in the systemd shell.
