I don't understand your conclusion. Could you rephrase your question?

There are two separate packages, and they conflict with eachother in one
of the files they contain. It's a bug in the packages.

I reported this on May 5th. The issue is that there are different permission settings in two packages that co-own a file. rpm didn't use to care about this, but now it does (in rawhide).
