Gnome shell goes alway into an "fallback" mode while "Forced > Fallback Mode" is definitely off. Just checked to be sure. Good catch that is kind of a corner case were a 3D driver is present but "not good enough". You should be able to start gnome-shell using LIBGL_ALWAYS_SOFTWARE=1 gnome-shell --replace But not sure what we should do here and how having a native driver will work with having software using vgem.
