Missing repodata files

I finally figured out how to make pxeboot work with dnsmasq.
I can loop mount a DVD image of Fedora 16 TC1 and do a
diskless install.

I can also do a diskless install without askmethod.  In this case
Anaconda apparently gets the files from the cloud, albeit
relatively slowly.

However, if I try to use a local copy of the Fedora 16 tree the
install complains it can't find a repodata file and quits.

/usr/bin/rsync   --verbose -u -t --delete --progress  --stats --archive \
    mirrors.kernel.org::fedora/development/16/x86_64/os /z/fc16

What am I doing wrong to cause required repodata file(s) to be missing?
