Running grub2-mkconfig without options does only print the config file
to standard output. You would need

  grub2-mkconfig -o /boot/grub2/grub.cfg

to actually overwrite your GRUB 2 config file.

A working command-line? If so, you could use GRUB's commands to search
for and load the grub.cfg file manually, then boot it.
