Does first boot assume ntp is installed?

I was just installing fedora 16 beta, and when I ran first boot,
I tried to tell it to use NTP and point at our local NTP servers.
The first boot process then gagged, apparently because it was
trying to run ntpdate which was not installed (f16 uses chrony
by default now).
