Bug on 3G pen: is it from kernel or modem-manager?

Hi!
I've a less common 3G pen (yay for Vodafone exclusives) which requires
`ifconfig usb0 -arp` to work properly.
I've filled both a bug on Ubuntu and Fedora. On Ubuntu I've been told
it's a kernel issue; on Fedora, I've been said nothing.
Since I've connected each bug on each bugtracker to the other, and one
says it's a linux bug and the other a modem-manager bug, I've decided
to request some advice here.


On a quick guess, do you think it is a kernel bug or a modem-manager bug?
