ExecStart=-/sbin/rmmod scsi_wait_scan
ExecStart=-/sbin/modprobe scsi_wait_scan
ExecStart=-/sbin/rmmod scsi_wait_scan

It seems that removing/loading/removing scsi_wait_scan module takes
some time on your system. This could be a kernel or hardware specific
problem.

How about dmesg?
