I have noticed something similar here - nouveau, on a 9600 GT. graphical performance in Shell in all 3.1rc kernels seems visibly worse than 3.0.1-3. It seems to have changed between rcs, too: rc2 was terrible, rc3 better but still not quite as good as 3.0.1, rc4 and rc5 worse again but not quite as bad as rc2. I opened https://bugzilla.redhat.com/show_bug.cgi?id=732508 but closed it when rc3 hit, perhaps it should be opened again.
