I am not sure if it is the same problem, but I do have trouble with
systemd properly shutting down my encrypted raid arrays. I don't usually
wait for this to time out, as it takes a pretty long time. I am not
initiating this quite the same way you are (I use the reboot command),
so it may not be the same issue.
