Since the netinst images have basically the same non-RPM content as the DVDs, I tried delta-compressing between successive netinst images, and got the following sizes, which confirms it. This probably has something to do with https://bugzilla.redhat.com/show_bug.cgi?id=646843 ("images/install.img will no longer exist in F-15 and newer").
