Yes, that GNOME 3 tool doesn't have support for adding network printers
yet(!).

Note that system-config-printer, the tool used in Fedora 14 and earlier,
is still available in Fedora 15.

This looks like it was caused by a colord bug:

This libreoffice bug has been noted elsewhere.  I'm not sure if there is
a bugzilla bug opened for it yet.

So there are two bugs here:
1. colord crashing
2. libreoffice thinking that the list of printers is static
 (or, more to the point, libreoffice not using the native print dialog)
