[HEADS-UP] selinux-policy repo splitting DONE

Hi,

As I wrote last week, we split selinux-policy repo. Right now, selinux-policy contians only "base" branches and selinux-policy-contrib contains only "contrib" branches. Also, I'll create submodule contrib in selinux-policy repo.

contrib branches will be available in selinux-policy repo for next week,
then I'll merge contrib branches with selinux-policy-contrib repo and
contrib branches will be deleted.
