It seems that SELinux is preventing Xen from working on Fedora 24. Please see: https://bugzilla.redhat.com/show_bug.cgi?id=1322625 and https://bugzilla.redhat.com/show_bug.cgi?id=1341317 The former bug got some attention early on with a priority upgrade, but I have not seen any other progress since then.
