If you want to fix the label.
/<...>/apps/trac/<...>/cgi-bin/trac.cgi default label should be
httpd_sys_script_exec_t.
Then you can run restorecon.
Do
# /sbin/restorecon -v /public/apps/trac/PLT/cgi-bin/trac.cgi
