Remove the file and see if xauth creates a new one and what the type of the newly created file is: ls -alZ /root | grep .xauth
What distro are you using?
If xauth creates the file it should be type xauth_home_t, not admin_home_t. Maybe something else creates it?
The fact is that the file is mislabeled.
