I was able to apply this upgrade.  I currently have

selinux-policy-3.6.12-69.fc11.noarch
selinux-policy-targeted-3.6.12-69.fc11.noarch

if I don't see this AVC for a week, then I can be sure that the problem
was fixed.  Thanks.
