So this is probably a location users are expected to be able to write to?

If yes you could set the context to user_home_t

# semanage fcontext -a user_home_t '/var/lib/TV(/.*)?'
# restorecon -R -v /var/lib/TV

This tells SELInux all your users can use this directory tree.
