Thank you for the tip. I did it, but the system answers me:
yumdownloader --source --enablerepo=core-source --enablerepo=updates-source selinux-policy

   self.conf = config.readMainConfig(self.startupconf)
AttributeError: 'YumBase' object has no attribute 'startupconf'

The source RPM is the same for all policies.

# yum install yum-utils
$ yumdownloader --source \
	--enablerepo=core-source \
	--enablerepo=updates-source \
	selinux-policy
