It is the new refpolicy-based targeted policy.

It is also the first policy to use the policy modules support and
libsemanage, although it is presently built as a single monolithic
module (but third parties can build separable policy modules that can be
linked against it).

Some issues still exist with it; see my posting to selinux mailing list.
