Actually, after the restorecon, the labels are unchanged, that is, the
first 2 are still etc_t, not net_conf_t.

I'm not using NetworkManager, just the base stuff....

Nothing is broken, but I don't understand this....

I am changing back to etc_t,   Turns out there was a bug in NetworkManager.
