Well, which executable is that?  Perhaps it is using printconf-tui.

Basically, any time the foomatic data might need to be consulted, and
printconf_conf is ultimately used to do that, the cache file will be
read and/or written.

It isn't a problem if this fails: it just means it will load the data
more slowly.
